So i changed the permission to my account exe file and went to the path folder tried to delete it but an error showed up saying i had to get permission from "TrustedInstaller" so had to look it up to change the permission. Went back to task manager >details found the.
This app turned out to be an emoji input overlay added by microsoft ( extremely useless in my opinion) and deleting the file wasn't gonna cause any problems.
